Your math is wrong. It's 4% chance of quarter cast, 32% chance of half cast, and 64% chance of standard cast for a total of 100% of all the possibilities.

Probably what they did. Either way, that will still depend on HOW they BUILT the staff, not how they WORDED. They may have written HCT 40% and programmed 20%x2. Or make the full mistake wirte and program 40%.

Unique staff : Yes (good thing if you ask me)
More powerful : probably, slightly more predictable but still random (radomness is good if you ask me)
Out of balance : not sure, 8% less 1/2CT, 4% 1/4 CT lost, 1 1/2CT is lost every 12 hit, I don't think this will decide more than 1 game per month(sp?) for a very active gamer playing exclusively water elem and exclusively PvP. (You have to lose/win a game because of a)a water spell able to finish the game b)said spell actually finishing the game(no last-second prot/heal) c)must be cast during the last .5 or 1 sec of the match and d)not having a delayed(shatterstone, missiles).

Very true. I expect there are a few here who will be spending some time figuring that out. The results should be quite interesting.

Even if it is actually 40% in practice, then a standard Water staff with the right mods is still better. I'd take 6% QCT over 8% HCT any day.

This must be a PvP thread...since in PvE we have [Mindbender] granting 50% casting times, not to mention consumables.....

But the fast casting on weapons stacks with the fast casting from mindbender so if your only restriction in a build is time then you really want all the fast casting you can get.

If someone can confirm your observation then it is official that it is not a new mod but just a mistake of the description.

I just wonder that they do not take the descriptions from the item stats and add them manually (?).

Assume the staff is 20/20, not 40%. Greens consolidate common attributes down to a single entry, but the game still has it built as 20/20. I do hope somebody goes to the trouble of trying to prove or disprove it though.

The description might be wrong, but Anet just never thought about this situation when they changed how greens display stats. Everything started showing +15 eng or +60 health instead of showing each component separately; it's the player's job to know that it's really 10+5 and 30+30.

On a side note, do old greens like the Nightbringer drop showing 40% now or are those still 20+20?
